According to the victim/witness, there were two groups of men, about 15 per group, armed with heavy weapons, who began shouting “Allah u Akbar” and started firing. Even if no shots were actually fired at campers/hikers, "two groups of 15 men armed with heavy weapons" sounds very much like they were on maneuvers and conducting training.

Was invited once to a desert over night camping shooting event in So Cal. I said, you want me to go out in the middle of the desert, with a bunch of drunk men and loaded guns ? This boy declined. Maybe if it was a bunch of drunk women, I might have reconsidered.
