The prison blood scam was losing money. The Clintons revived it and made it profitable by skipping any kind of testing, and took blood from any prisoner, no questions asked. Higher volume, lower costs. Then it was sold to Canada.

I recall from when this was discussed here, a long time ago, that it was thought that a lot of Canadians had died because of the infected blood (I recall the number 300 but don’t remember if that was the number who may have become infected for those who actually had died as a result).
