I see it as a YouTube video that might go lightly viral for its verité quality. Without hearing the dialogue, I cannot tell if it's a hate crime, or in which direction. Based on the evidence, if I were the ref, I'd call offsetting fouls. I didn't like biker guy kicking first. I was taught that that's how girls fight.
