When I think of how far this would go to help some poor unfortunates, it just makes me furious.

I am not certain it would help "unfortunates" at all.

I have spent over 25 years helping unfortunates and when the money is all spent, they will fall back into poverty and misery. The problem is one of dependency and a feeling of entitlement. They do not want to learn how to work.
