I suspect some kind of nuclear material storage. Notice the double layer of security fence around the immediate area and all of the tall poles within the secured area, probably mounted with multiple security cameras and lights.
My first thought was an antenna farm of some sort or sensors - storage would require bunkers or some structures to protect from the weather, even if there isn’t much, there is still temperature changes which would effect things in uncontrolled open air storage.
