It means a company can’t import cheap foreign technical workers when we have Americans that want those jobs.

The government already set the wage for the H1B program. The employer does not set it.

That is simply not true. An employer must only show that the assigned salary for the applicant corresponds to salaries paid to US citizens. But the salary itself is always set by the employer.
