It is a question of limiting government intervention in a case where there are two victims. In the case of rape, I would add a charge of murder to the rapist if the woman chose to have an abortion.At the time of conception, there is one victim. Instead of charging the rapist with murder after the fact, we have the opportunity to prevent the murder in the first place.

Yeah, works in “principle”. Especially if you are not the woman who has to carry the baby to term. However, the point of the exemption is to get the State out of this difficult situation.
