How far advanced is a cancer before it is possible to detect tumor DNA when is it circulating in bodily fluids?

How far advanced is a cancer before it is possible to detect tumor DNA when is it circulating in bodily fluids? I am not certain of the exact methodology of this technique, but my best educated assumption is that the cancer would have had to grow to the point where cancer cells are leaving the initial tumor and circulating around the body in preparation for starting new tumors. In other words, after the cancer has begun to metastasize.
