CIR = Critical Incident Report I posted about that in post #33. In post #26 I used the term "Imminent Danger Notification System" which I think is the same thing. I forgot that I was using two different phrases to convey the same concept.

When the communications officer at Amb. Stevens consulate sent the IDNS it was sent out as a distress call to every situation room in DC and every regional mil command around the world. That's when all of the units who could possibly respond start to "spin up." In this case that included Sigonella Italy, Aviano Italy, Rota Spain and, if memory doesn't fail me, units in Croatia.
