Interstate Commerce is within the jurisdiction of Congress provided by the Constitution. (Article 1, Section 8, Clause 3).

And it's been used by socialists to completely render the tenth amendment utterly meaningless.

Yes, but using it to correct the horrible issues with Healthcare is not a socialist use.
