That could be interpreted as an act of war.
Putin isn’t about to risk war over one guy.
More than likely the radioactive material was for dirty bombs to be touched off in multiple cities by the muslim terrorist which would have forced the UK to pull all their troops out of engagements in the ME as the cities were evacuated.
There was talk about the same strategy by muslim terrorist for this country and it was referred to as American Hiroshima.

There were no other radiation trails detected, which means the ONLY people in London exposed to the polonium BEFORE the murder where the 2 KGB agents that were present when Litvinenko was poisoned.
