It has nothing to do with Cruz being a citizen. He is a citizen just as much as a person born in the US is. His citizenship at birthdoes not (and can not) depend on residency, any more than Bellei's did. Both were full fleged citizens of the US at birth, of this there can be no doubt.

I don’t know. I only posted it because I wasn’t familiar with Rogers v. Bellei, and I thought that was necessary for any discussion.
