I can’t help but suspect the second. It comes down to why make the camera hidden and why only cameras pointing in the direction of the protestors?
You still haven’t answered either of those.
It isn’t hidden. The letters SCADA on the box is a flashing neon sign that says there is communications equipment inside. I’m actually surprised its marked at all...probably because its more for monitoring substation malfunctions and less for monitoring trespassers.
And who says they are only pointed towards the protestors? These things do not have large zoom lenses...I doubt they’re effective for more than 500 feet. And frankly the box they are in makes their field of view very limited.
Again...unless there is some particularly unique situation, these are most likely privately owned. Why would the power company care about the protestors?
