That was decades ago on Alcatraz Island in San Francisco Bay. The feds let them have their way for a couple years. Now those hooligans are being honored with tributes, and their graffiti is being preserved and treasured. True story, just this month in the news. If whites had done it, they would have been fire-bombed by the feds.
