Split the charges in two parts. The first part should be of less serious charges and could be issued soon. The other charges remain under investigation for now. If the first indictment is quashed by Obama issuing a pardon or the attorney general refusing to bring charges the second indictment can be issued on 21 Jan 17. No Obama, no Lynch. Could be Hillary or Bernie. But I am hoping for a Republican victory. Then gloves could come off (but probably won’t, knowing the GOPe).

Obama does not have to wait for an indictment to be issued, he may pardon her for any crimes she may have committed.

Gerald Ford opened that can of worms.
