Headphones completely cut off sensory information from your environment. Car radios don’t.
I don’t have a clue as to why they need to pass a law on this, it should be common sense. When I used earphones, when I biked, I didn’t put them over my ears so I could still be aware of what was happening around me.

I have seen it more than a couple of times here. Most probably they have sh*tty car sound system and need to go louder but cant upgrade theirs. Mine I crank up loud I sometimes miss the ambulance behind me so it will be worse if morons use earbuds.
The only time I use my earphones is when I’m on the train. Simply put, it’s a long ride and I don’t want to hear you beside me talking to your other pal about your stupid problems when I have my own..

Same here. When I wore headphones professionally I kept them a little forward of totally covering my ears. I had to maintain situational awareness - phones, alarms, people yelling for me, etc. I’m still part-deaf, but since I’ve retired it’s getting better.
