Highway mileage is better for internal combustion because it keeps the engine working at it’s optimum efficiency. You burn a lot of gas idling and operating the engine below optimum RPMs when putting around town.
For electric it’s different, it is mostly working at high efficiency all the time so factors like air resistance become more important. Air resistance goes up logarithmically with velocity. Negligible in stop and go traffic, very high at highway speed.
It’s been a while since I looked at it but 10 miles per kWh is a good estimate around town with 3-4 miles per kWh on the highway.
