Silly cop. Practicing your quick draw in an office is something you do with an unloaded weapon.

You practice the basics of drawing your weapon from a holster (and re-holstering it) with an unloaded weapon. If you really want "realism" you load a full mag but leave the chamber empty. This changes the weight and balance a little bit. But yeah, as you say, you don't practice with one in the chamber...sigh

The other disturbing thing, the shot went into the ceiling? How/why the {expletive} was the muzzle pointed up during a draw from a holster? Maybe, if you were simply drawing and then practicing a movement drill where you have the muzzle pointed in a safe direction. Lots of people are trained to do that with the muzzle down, some up, and there's even a faction advocating indexing the weapon beside your face (or up near your face) on the dominate side. The idea being it is pointed safely, and you are much more compact for going around corners. But in a quick draw from holster to target, "up" shouldn't really come into it unless you are an extremely uncoordinated soup sandwich.
