Unlikely to get time for misdemeanor - probably a big fat fine though.

Calculate every minute of delay he caused other people and make him serve that time in jail.

Make sure that it’s in man-minutes, that is, if he stopped 10,000 people for 10 minutes, he gets 100,000 minutes in jail. :-)

While satisfying to those he inconvenienced, that solution doesn't add anything to the government's coffers, and in fact will cost them money. The government will go for the solution that fattens their wallets every time.
