Calculate every minute of delay he caused other people and make him serve that time in jail.

Calculate every minute of delay he caused other people and make him serve that time in jail. While satisfying to those he inconvenienced, that solution doesn't add anything to the government's coffers, and in fact will cost them money. The government will go for the solution that fattens their wallets every time.
