I don't think Frank wanted to be a gangster, he just wanted to hang out with them. I read that he once tried to get gangster "friends" to perform a hit for him but they declined. I suppose they didn't want to get him in trouble.

I’m deaf enough not to “appreciate” Frank Sinatra. If he tried to get some one killed, and if he “hob nobbed” with Mafiosos, then he doesn’t deserve being “remembered” in a good way.
