NYC public schools are neighborhood schools, so whoever lives in that area can go to the schools.
There used to be many "specialized" high schools ( for the performing arts, science, etc. and some that were public, but also more like a private school, for which tests were and are required to get in ), but now there are, sadly, far fewer of them and yes, they took/take EVERYONE who gets high enough grades ( no AFFIRMATIVE ACTION ! ) on the exams!

I left out places, such as Saint John the Divine ( High church of England ) that like Winchester and other such private schools connected to cathedrals, in England, has a private school for the choir boys ( I think that most take girls now too ), which require not just good exam marks, but also beautiful voices, as they all sing in the choir.
And back when I was in school, NO blacks, in NYC, sounded any different than the white kids did.
