In any market, local conditions will sometimes differ from the national average - so, no, your personal experiences donât trump this national data no matter how often you pretend otherwise. (What percentage of the national STEM labor force have you hired?)
You're right to put "qualified" in quotes: whether one's system contains inactive metabolic byproducts of the joint one smoked two weeks ago (or even last night) has no bearing on one's ability to do a job.
