Use XML whenever 600 bytes can do the same job as 4 byes of binary data.

You did my excerpt. The entire file is massive!
Binary reads work for everyone. Few machines in use today are big endian. Those who use big endian machines can swap bytes with even the big boys.
There never was a compatibility problem. Maybe just programmers who really couldn't program.
Then you’d have to use an HTML editor. There are lots of free ones available on the ‘net.
Get an HTML editor, copy/paste your entire file into it then save it as <filename>.html or...rename your original file with a .html file extension. Then open either with your browser. No size limits there.
You could also try just opening the file as it is...[filename].xml in a browser like Firefox.

If Instead of clicking on the RSS button, if I copy its link,
Then place that link into a newsreader, like feedly. Or inoreader,
Then I get the results in the proper format.
Each race is in a separate row,
Selecting that row, gives the results for that election.
