I knew of an aquaintance who worked at one of these clothing donation sites where he was a paid employee .
All the donations were bundled in large weighed bales
and were sold to emerging markets for their fibers and content by weight .
They were a "non-profit" as the employees made a living wage, and the director/CEO had an exorbitant salary, until there was no profit .
They complied with the letter of the law , but not with the 'spirit of the law' .

1) run by immigrant scammers
2) most of the clothing donations are baled up and sold to Africa and the Third World
