I’ve been using winders 10 for a few weeks and haven’t had the problem till this morning.
I’m seeing the same thing on my old Windows XP machine too.
I am on windows 7 and have not upgraded.
Yesterday my FR threads came down shot full of diamonds with question marks inside The diamonds. The black diamonds were about the size of a font capital.
This seems to have gone away today, AND IS IN NO WAY RELATED TO WINDOWS 10. -TOM
It’s NOT Windows 10. Happens on my Android phone and tablet as well as an XP machine.

The accented characters appear correctly in my notepad file and in MS Word but not when posted on Free Republic.
I opened this thread in Chrome and saw the same text as I did using Firefox.

Try uninstalling this update and rebooting.
Im using an andriod phone and I have been seeing theseâ¬Â£Â¥â©%~ caracters as well. Went to setting and checked the auto correct box and that fixed the problem

Happening on Mint 17.2.
I have found a work around for the problem. This is not a fix but it will do until one comes along.
It seems not all characters that work in Windows can be properly interpreted by HTML5. I replaced the appropriate letter, say é with the appropriate text string that HTML5 can interpret. In this case, é_; (remove the underscore).
As you can see from my signature block below, it works until a solution comes along.
