It wasn't necessarily the liberation of Iraq from Saddam Hussein that gave rise to ISIS, it was the total screwing of the pooch when it came to the occupation of Iraq by allied forces. Had we applied the 'Japan formula' as did MacArthur at the end of World War II, and rid them of the Shiite madness (for starters), we would not be seeing the instability we are seeing today.
A few more thoughts on this: IF we had not liberated Iraq, we would today, have not one but THREE rogue nations in that region in a race to be the first to obtain a nuclear capability, we would have Iraq of cousre, AND Iran, in addition to LIBYA, and when Gaddafi witnessed the fall of Saddam, HE approached the U.S. and the U.K. and volunteered to give up Libya's nuclear program, which now resides safely at Oak Ridge Tennessee.
Of course Gaddafi wasn't planning on his overtures to the West being eventually rebuffed, and Hillary Rotten Clinton presiding over his demise, i.e., "we came, we saw, he died!" *CACKLE*
That foul bitch has the Midas touch in reverse, everything she touches turns to sh*t.
