A few years back there was this trend where anyone who wanted to could submit a paragraph or two of why they would be the best owner of a new restaurant, home, boat, whatever. They also had to submit $100.

There was a restaurant that did this in Colorado that seemed like a great deal. However, when I looked into it it turned out they had a bunch of debt from fines for hiring illegal aliens. So even if I had somehow gotten a restaurant for $100, I would have been on the hook for thousands from the get go.

I'm thinking something similar is going on here.
