IIRC the “Secure Fence Act” vote came about as an attempt to assuage conservatives and lessen the butt kicking the GOP got in 2006 after Bush alienated his base by pushing for Amnesty very hard in 2005 and 2006. Remember W’s “see you at the signing” remark? I do. Bush and the GOP-E never planned to build that fence and as you may have noticed, it never got built.
