Starting in the 60’s Marxists demanded that people with genuinely serious ,and chronic,illnesses (like schizophrenia) had the right to freeze to death in alleyways rather than being sent,against their wills,to a warm psych hospital.

Not the 1960s. The outpatient approach was implemented in the mid 1950s. Based on the audio, this facility was apparently built to test multiple approachs to treating the mentally ill as outpatients.

The Marxists said that mental wards were inhumane and recommended moving the patients to smaller transitional housing units in neighborhoods.

The libertarians/conservatives said "We're not going to pay for that!" and "Not in my neighborhood!"

And so events conspired to create the current epidemic of homelessness.

Plenty of blame to pass around.
