Places where you should assume that a gunman wants to kill as many people as possible, rather than have some demands met and leave:
Schools.
Church, other place of worship.
Train, plane, bus.
Workplace, especially former workplace.
Theater.
Sporting event.
Mall.
That doesn’t mean, my friends in New Jersey, that someone carrying a gun in those places is a gunman. A gunman is shooting or threatening to do so.

The first thing I could hear was him telling everybody to get onto the ground, I listened and figured that if I did so throughout I wouldn't be harmed. This was Carson's point...people nowadays have been indoctrinated to be passive in the face of clear threats that they are almost inevitably destined to become victims.

Not a gun expert but COULD this class of students have stormed him and saved some people? I am not sure if this (as in the French train shooting avert) is always possible.

Before shooting the first victim, the killer had them all get on the floor. Charging him would have required getting off the floor first, and likely getting shot while doing so. They weren’t given time to confer on mass action. Iirc the time before action changed to the killer and arriving LE was less than 10 min.
