Turn on Windows Firewall. Then go to Control Panel> Windows Firewall
Allow a program or feature thriugh Windows Firewall
Allow Firefox.

In Windows 7 you do the same. Mine was stuttering on pages and I thought it was Firefox. I even tried earlier versions http://www.oldapps.com but had the same effect. Since doing the above it has been way better.

I looked and it is checked for “private” but not for public.

Correction: “Mozilla Firefox” allows private but when I click on Configure Windows Firewall, “FireFox” has a check in the “public” category.
