The seat is removable.
That neighborhood is so rough that Mr K has to either chain up the seat so it doesn’t get stolen, or he has to have quick releases on it so he can take it with him.
The latter is the best option as then you have a handy weapon for the return trip to your chair as you run the gauntlet back to safety!
(This would make a hysterical faux commercial. complete with people being whacked with a toilet seat, sound effects, and sound track.)
