The Democrats use Behavioral Scientists who show them how to get more people to vote Democrat.

This is what you get when you allow the baseline budget in 2009 to be increased 31% then operate on continuing resolution since, even after electing Repub majorities in both houses. A $4.2 trillion dollar slush fund where the executive can just mandate new programs a will without needing to go to congress for the funding.
Boehner and McConnell are complicit. The only way this ends is article 5. Make the congress reconcile a budget yearly.
