I lived in SF and never heard Treasure Island referred to as, “Red Rock”.
Probably did at one time?
Not now.
Treasure Island is a different entity entirely than Red Rock Island, the latter being a little steep sided sliver of rock visible from the Richmond-San Rafael bridge near San Quentin. A curiosity due to it bordering three counties.
