I think you inadvertantly stumbled on to the problem. It has mostly been an “idea” of both parties.
And a idea is all it will ever be because they have no real intention of stopping illegals.
Conservative’s, not to be confused with progressives or the GOPe, would enforce existing law.
Or, we are told they would enforce existing laws.
