Based on the man's posture/"body language" - his shoulders appear level, and his head & torso appear straight and in line with each other, eyes front - I would conclude that he was holding both arms in more or less the same position, and that he probably had both hands in the air when he was shot.
The power pole does, indeed, do an excellent job of obscuring a goodly portion of the left side of his body, though, so there is no way to tell for sure.
