Once lost to the atmosphere, the He CANNOT be recovered . EVER.

Floats to the top of the atmosphere and is eventually lost in space. Seeing that Helium is a byproduct of radioactive decay, once it's gone, it's gone.

We'd have to mine the moon for He-3.
