Spitting at someone is assault. Depending on what bugs the party may be carrying, it could be deadly assault .
They will have to decide whether his response was appropriate or necessary, but if she spit at him she assaulted him.
That's assuming she did it, of course. All we have is what's in the article. It still has to be proven in court anyway.

But the handcuffs didn’t prevent her from spitting. Getting spit on is dangerous. The officer had a right to defend himself. The fact that she missed one time doesn’t mean she is going to miss the next time.
