This is a ridiculous waste of taxpayer money, not only for the above reasons, but also for the reason that every single time I've seen a ghetto denizen use a computer with internet capability, they are NOT looking at the news, job boards, or anything remotely connected to bettering their lives and getting off welfare. Now allowing bums to jump subway turnstiles while the rest of us have to pay and pay for that public transportation, now equipped with extra criminals to jump US after they jump the turnstiles. Now allowing bums to piss in our streets, alleviating the need for expenditures on public pools, right? We can practice our backstrokes in the foaming yellow mess they leave behind. Allowing students who screwed around all year in class to then "pass" the classes by attending 18 days of summer school to artificially boost graduation rates--no wonder it just came out that 78% of city college students have to take remedial courses---which are basically highs school courses taught at a much more expensive rate, causing the taxpayer to get hit twice for the same stuff. Allowing the city which clawed its way out of a fetid 1970s morass of filth to slip right back in will be the legacy of this oversized moron.
