I highly doubt that anyone from Hollywood is going to invest in a politically incorrect movie depicting Muslims (even ISIS) as the bad guys.
Even if Hollywood did have the stones to do a non-PC movie like that, they wouldn't be scouting locations in Syria/Iraq... they would be doing their filming on the back lots of Paramount Studios in Los Angeles.
