OK, so you get the call & either answer or not.
Afterwards go to your phone’s CALL LOG and touch the entry for that number/call, which will bring up the call info (number time etc).
Then tap the icon at the bottom of the phone to the left of the black button. It should bring up an option ADD TO AUTO REJECT LIST.
My phone is an ATT Galaxy S4, so yours might be a little different. Blocking numbers that come up as UNKNOWN with no number showing is a different procedure.

PS: if your battery is worn out, S4 batteries are cheap and easy to replace, assuming the phone is still in decent shape.
