So, I'm assuming the $135,000 fine was duly established after their day in court? Since this would be their property, too.

It says "due process of law" not "day in court". If the law says that the administrative agency can levy the fine then the legal process has been duly followed.

It is always a good idea to place you house under the homestead act which protects your personal home from lawsuits.
