Well, IMO, it’s a leadpipe cinch that wind and water erosion didn’t do it. Whoever sculpted that image had some talent and skills.
I’d like a better view of the second eye, and whether it has an eyebrow similar to the left one. An as someone already said, an expert needs to climb up there and see if there are marks of carving, chiseling, etc.
