If you want to read the entire test of the TPA Bill, links have been posted here many times. There is nothing secret about it. The 2015 version is much improved over the precious versions, which go all the way back to Roosevelt.
The confusion has occurred because a lot of folks got the bills confused and lumped in together.
Trade deals are typically not published until agreement has been reached among the parties, especially when making deals with multiple countries.

Second, you either mistaken or an abject liar
to purport nothing is SECRET in this.
This is another Atrocity — like ObamaCARE — which is
endorsed by the GOP (wink, wink), and made
on the SECRET (”we’ll find out what is in it,
after we ‘pass’ it (and make ourselves EXEMPT)”).
The only reason these trade deals have to be secret while being negotiated is because certain businesses get screwed by the agreement.
