Yes, I don’t think this is useful for reading comprehension, just for word identification.
In the case of the road sign, it isn’t that important that the reader be able to pronounce the word or even understand it, only to match it with their destination. If I headed to Pont Neuf, I don’t need to know what it means, only that I should follow signs bearing Pont Neuf.
If they are using that method for learning to read, I would think there would be several problems, chief of which is that vocabulary would have to be learned one “sight-word” at a time.
I would bet there aren’t any sight-word learners among the Scripps Spelling Bee contestants.
