Here's one source of the 60% figure. The other is another "Conservative" (but not really) newspaper quoting the same report from the liberal advocacy group. It’s pretty simple to see where they got the figure if you look at the donor list and the amounts given to them by WEDC.

It’s interesting that no one wants to deal with the -7000 jobs lost that cost 975 million.
