Isn’t there a way Mexico pays us to take their surplus people? Maybe donations to the Clinton Foundation? Or the equivalent?
I'm sure it's something like that. Money magically appears in a politician's friend's bank account, and presto, new laws are made favoring chinese immigration. Or the Saudi King makes a deposit into a politician-controlled bank account/business and presto, Islam is a religion of peace. This is what happened to South Africa, if I recall. A 10 million dollar payment was enough to buy de Klerk and destroy the nation.
