Not really surprised if Santorum said this or something close enough to be so attributed. He is a fanatical idiot, maybe harsh, but Santorum is unlikeable and an opportunist—running for president last time claiming to be a Pennsylvania resident, for example, while living in a multi-million dollar mansion next door to Newt in northern Virginia. Anyway, the whole matter you reference is rather confusingly presented so hard to tell what is really being claimed. Santorum, though, will surely say something to get the ire up of people and embarrass the GOP.
The way this post is written makes is appear that Santorum is claiming that the author said it.
The Who is author Robt Putnam. The What is the following:

Interesting to listen to Putnam. He’s basically starting his talk with the same sort of data that Charles Murray works with. I’m only about 14 minutes in, but I know he’ll advance to very different conclusions than Murray and you and I do.
So if I understand this correctly, Santorum said “Men Who Father Children With Multiple Women Are Sexual Predators”, but this guy decided to attribute to him falsely that “All black men are sexual predators”?
So this writer reflexively though of black males on his own based on that statement (because he must think this apparently), and then dishonestly made it seem like Santorum did, in order to make some fictitious point that he is a “racist”...even though the writer is the one that thought it first?
BTW, the Santorum slander—if indeed, as I expect, Santorum didn’t somehow say what he claims elsewhere—with some context is from roughly 21:00.
Here is both a clip of the Santorum statement that, undoubtedly, Putnam’s claim comes from. Clearly, Santorum is referencing Putnam and his highlighting the rise of unwed mothers. But the clip is of the leftist “Young Turks” show, in which the woman, especially, trashes the relevance of the decline of marriage. It’ll really get your blood going:
