Explain to me why football pressure shouldn't be left up to their respective teams?
I suppose I could live with your solution as it would be acceptable to both teams. But I fear that a football may not so much resemble a football over time. Also, QB hand size is a factor when drafting. Teams need to take his ability to grip into consideration when they pick him. Now that factor has less impact. Finally, why shouldn't defensive backs or d-linemen have a say in inflation? How come the offense gets to determine it?
Imagine if Mlb allowed pitchers to doctor their balls before a game. I simply think the easiest solution is to have both teams play with as similar of a ball as possible. Let the qb's scuff them up before game time under league supervision.

Because the ball belongs to the offense.........In football, it's up to the defense to get that ball back regardless of what its pressure might be..........LOL!
