The cops should sell the guns on the open market (with their sacred background check of course) and use the profits to fund more gun “buybacks”. That way, stupid people will be relieved of their scary guns, and good firearms will be saved.
That’s a win-win situation.

It would get a little complicated. There are no private, no-doc transfers in the People’s Republik of Kali, but I guess you could haggle and agree on a price, with the transfer to occur later through a FFL. That’s what people have to do now to sell guns to another individual (assuming they’d rather jump through the hoops than move to a free state). Can’t imagine how it could be illegal to do the same thing near the entrance to the “buy back”.
